520 _aIt has been argued that decentralisation law finds itself worked throughout by a dynamic which “pulls” it towards constitutional law. If the idea is tempting, it is nonetheless misleading because local and regional law does not only integrate constitutional law but also a political dimension. In that matter, the notion of local executives commonly finds a partial and prejudiced juridical definition. So if on one hand, the study of local law allows to draw the relative statutory unity of the notion, on the other hand, it barely hides the existing functional diversity attached to it.
