520 _aAt its creation in 1890, the French union of municipalities illustrates the will of the State to build an intermunicipal cooperation around a theoretical model. This model gave a large role to a kind of institutional subsidiarity which was based on the primacy of the municipal will. Gradually weakened by a new functional conception of intermunicipality initiated by the State, the institution of unions of municipalities experienced, in legislative terms, a significant qualitative and quantitative erosion. This erosion, driven by the affirmation of new institutional models with radically different frames, shows the decline of the intermunicipal model based on subsidiarity.
