520 _aProject administration renews management modes by eliminating hierarchical layers, making silo operation more flexible, and encouraging agents, through numerous calls for projects, to innovate by creating new products and services. This kind of administration is organized around project managers and multidisciplinary teams recruited on a temporary basis. It has financial levers such as the Fonds pour la transformation de l’action publique (Fund for the Transformation of Public Action). Beyond the managerial method, project administration is characterized by the creation of a legal framework, the elimination of hierarchical levels and a set of mechanisms that attempt to perpetuate processes for carrying out new and innovative activities. The challenge is then to make these temporary and cross-functional activities render a lasting contribution to the administrative architecture.
