520 _aLaunched in 1986, the Ganga Action Plan (GAP) aims to reduce pollution of the Ganges, which is considered by the Hindus to be a sacred river. In 1994, the application of the 74th amendment to the Indian constitution, which aims to decentralize local affairs management, led to a reorganisation of GAP players. We will study the evolution of the Varanasi spatial and technical wastewater plan from the perspective of urban governance.
