520 _aTrade unionism in medicine plays a major role in the way open-care practice is organized and managed. In particular, since 1971, professional organizations for physicians in independent practice have been assigned the role of negotiating and concluding medical agreements with health insurance funds, now united under the umbrella of the Uncam (Union nationale des caisses d'assurance maladie - French National Union of Health Insurance Funds). While the French HPST act (Hospitals, Patients, Health, Territories) is being implemented, which confirmed that general practitioners are primary health care providers and set out a plan for organizing care including open-care practice, two leaders of nationally representative medical trades unions compared their views of the role of professional organizations in the French independent medicine system.
