520 _aIn April 2023, the report by the French General Inspectorate for Social Affairs (Igas) on the quality of care and prevention of abuse in daycare centers highlighted the inadequate quality of collective care for young children, and the risk of abuse—a problem that has not received the thought and effort it demands. Following on from our report, in this article we return to the need to move away from an idealized vision of collective care, to consider the risks inherent in it, and to make the prevention of maltreatment the subject of ongoing work with professionals and managers alike. Maltreatment is not an anomaly, but a risk intrinsic to care: it cannot be eliminated, but it can be reduced by favorable institutional and organizational conditions, and better managed by a more solid culture of reflection on practices and reporting. Such developments can only be envisaged if the objectives underpinning early childhood care policy are thoroughly reviewed, in order to build a policy that serves children and takes full account of all their needs, in conjunction with parents.
