520 _aThe international health cooperative at first took the form of a collaboration between member states that was subsequently formalized via the creation of international organizations. However, the transition from international health to world health considerably affected the institutional landscape. As such, the proliferation of non-state actors via funding and their presence in the governing bodies has influenced health at the international level.
