520 _aThe origin of current changes, justified by the economic crisis, lies in the evolution of the system of legitimacy that started to change at the end of the 1960s in France. The author distinguishes two fields of analysis of the ideological content and driving forces of these transformations: a) the legitimacy of the actions of state and public services and b) the legitimacy of their organization. The abstract rationality of the law, taken as a basis for construction of the legitimacy of state power, often hides normative categories and ideologies that put the responsibility for difficult situations on individuals rather than on structures.
