| 520 | _aAlors qu’il devient très compliqué de faire accepter la construction d’incinérateurs en France hexagonale, deux projets dits d’unité de valorisation énergétique (UVE) sont en train de voir le jour à l’île de La Réunion. Ces projets ont été prévus et repoussés depuis bientôt trente ans, pourtant l’un d’entre eux est sorti de terre presque sans bruit en 2020, tandis que l’autre devrait être livré en 2022, bien qu’il cause un peu plus de vagues. Comment expliquer ce passage à l’incinération sur l’île ? Cet article analyse d’abord la manière dont se pose le problème des déchets à La Réunion, avant de chercher à comprendre comment l’incinération a pu s’imposer comme solution de gestion sur l’île. Quelle fonction remplit l’incinération dans le système plus large des circulations de matières ? Quels sont les enjeux d’une mise en politique plus radicale de la question des déchets sur l’île ? | ||
| 520 | _aIncinerators have grown decidedly unpopular in mainland France, so much so that such projects often meet significant resistance from the general public. Yet two “energy recovery units” are currently taking shape in Reunion Island, a French oversea territory. These projects have been on the backburner for thirty years and are now coming to fruition: one of them was built in 2020 with little to no resistance, while the other should be built by 2022, although it is more unpopular. What prompted the shift towards waste incineration? This article first analyzes how waste issues are framed in Reunion before questioning how incineration came to gain a foothold in the island. What functions does waste incineration perform in the wider scope of the flows of matter that feed the island? Rising to the call to “make waste public,” I argue for a more radical approach to waste management. | ||
