| 520 | _aRésuméConfrontée à une disponibilité en eau inférieure à 500 m3/an/habitant, l’Algérie a longtemps axé sa politique de gestion de l’eau sur l’offre, en visant la mobilisation de nouvelles sources d’approvisionnement. Une telle approche apparaît aujourd’hui insuffisante, et doit être combinée avec une meilleure connaissance de la maîtrise de la demande. Notre approche dans cet article consiste donc à appréhender la gestion de l’eau en Algérie du côté de la demande. La stratégie suivie consiste à estimer une fonction de demande d’eau potable sur un échantillon de ménages au niveau de la wilaya de Bejaia. Parmi les résultats marquants de notre recherche figure la faible réaction des abonnés face aux changements des prix. Une augmentation du prix de l’eau de 1 % n’induit qu’une réduction de 0,42 % de la demande. Notre travail établit également que la politique de rationnement horaire encourage la surconsommation.Classification JEL : L95, Q25, D12 | ||

This situation sounds weird because Algeria has long tried to develop new resources and has focused its policy on the supply side management. Thus, this approach now appears inadequate, and must be combined with a demand side policy. Therefore, using panel data methodology we have estimated a function of the residential water demand in one of its county (Wilaya of Bejaia). We found that the water subscribers respond weakly to price change. An increase in the water price by 1% reduces the demand by only 0.42%. Moreover, our work shows that the rationing policy encourages over-consumption. | ||
