Le projet romain a toutefois rencontré de grands obstacles – désynchronisation des réalisations édilitaires et infrastructurelles, pesanteurs du cadre institutionnel, décalages entre les intentions des documents d’urbanisme et la capacité opérationnelle des acteurs publics –, qui rappellent le poids des héritages territoriaux dans la réussite des politiques urbaines durables. | ||
