À partir d’un travail sur archives et d’une enquête par entretiens, cet article étudie le processus décisionnel atypique sur la base duquel ont été mis en œuvre les grands projets présidentiels, ainsi que les résistances institutionnelles qui apparaissent dans le contexte du « tournant de la rigueur ». L’analyse tente de montrer l’intérêt que présentent les grands travaux pour saisir l’institution présidentielle « en action ». | ||

This article, resting on the analysis of archives and interviews, investigates the atypical decision-making on the basis of which the architectural programme was implemented, as well as the institutional resistances which appear in the “stringency turn”. The study shows that the analysis of cultural projects is an interesting angle to understand the presidential institution. | ||
