Il montre que la consolidation d’une approche économique des activités administratives au sein de l’école s’articule étroitement à la transformation des lieux communs qui cadrent l’action économique d’État – de la « modernisation » d’après-guerre à la « raison économique » valorisant l’« efficacité » sous contrainte des choix publics. Il insiste sur les petits déplacements qui opèrent ces transformations, trop souvent pensées sur le mode du « basculement » du keynésianisme au néolibéralisme. | ||
| 520 | _aFrom modernization to economic reasoningBased on archival analysis of the construction of program offerings and the content of economics courses at ENA (École Nationale d’Administration, the elite French university for governmental administration), this article retraces how the school’s teachings on legitimate forms of knowledge and ways of acting on the economy were transformed between 1945 and 1984, and the issues behind them. It shows that the integration of an economic approach into administrative activities in the school’s program is closely articulated with the metamorphosis of the common arenas shaping State economic action – from post-war « modernization » to « economic reasoning » valuing « efficiency » constrained by public choices. It emphasizes the little shifts that bring about these transformations, which are too often considered in terms of a « swing » from Keynesianism to neoliberalism. | ||
