520 _aThe term governance has become to be used more and more in lieu of that of government within the last 30 years. Governance suggests a new horizontal modality of exercising power management while government tends to designate the old hierarchical power, vertical, centralized. The genealogy and the deconstruction of the idea of governance actually show that this term corresponds to the construction of a new non-regulated social space, left to the struggle of private interests, where certain interests, stronger than others, are immediately assured of winning. Seemingly more democratic, this corresponds to a new modality of social control never seen before, specific to a post-modern epoch.
