Autrement dit il saura résister à la grogne, voire même à la fronde des élus locaux. Le comité Balladur a été chargé de préparer cette réforme. En vérité, depuis plusieurs mois, les partisans du président répètent à l’envi que l’organisation territoriale de la France est trop compliquéeet surtout qu’elle est une source de coûts supplémentaires. Mais qu’en est-il ? Cette réforme territoriale, plus qu’une modernisation urgente de la France, est un retour de la centralisation et du contrôle de l’État, moyen de reprendre le contrôle des collectivités territoriales majoritairement à gauche depuis les élections régionales de 2004. | ||
