Cette médiation relève d’un contrat implicite avec la République dans le cadre d’un mouvement partagé qui s’est prolongé jusque dans la première alternance de gauche sous la ve République. À l’heure de la dérégulation du secteur, qui a occasionné une remise en cause de ce pacte républicain, il est nécessaire de revenir sur l’histoire de cette tradition.
