520			_aRésuméNotre propos aujourd’hui est l’histoire du secteur médicosocial en santé mentale et ses réalités institutionnelles, du point de vue non pas d’une historienne mais de celui de la directrice générale de l’Œuvre Falret, association créée en 1841, au moment de l’institutionnalisation de la psychiatrie (1838). Cette histoire commune du secteur médicosocial ayant œuvré pour les personnes vivant avec des troubles psychiques et la psychiatrie – tantôt liée, tantôt séparée – nous invite à en évoquer, de notre place, les enjeux passés et actuels.Pour retracer cette histoire commune, nous ferons en premier lieu un rappel sur l’évolution du secteur médicosocial et de la psychiatrie, en passant par l’inscription du trouble psychique dans le champ du handicap en 2005, puis nous nous arrêterons sur les quinze dernières années qui ont vu l’offre médicosociale dans le champ de la santé mentale largement s e déployer.
520			_aMedical-social issues in mental health: Institutional history and realityOur topic today is the history of the medical-social sector in mental health and its institutional realities, not from the point of view of a historian, but from that of the managing director of Œuvre Falret, an association created in 1841, at the time when psychiatry was being institutionalized (1838). The history that the medical-social sector, working for those with mental disorders, shares with psychiatry—two disciplines that are sometimes connected and sometimes separate—encourages us to describe the past and present issues from our own point of view.To trace this shared history, we begin by recalling the development of the medical-social sector and psychiatry, including the recognition of mental disorders as disabilities in 2005. We then focus on the last fifteen years, during which medical-social mental health provision has increased substantially.
520			_aResumenNuestro tema hoy es la historia del sector médicosocial en salud mental y sus realidades institucionales, desde el punto de vista no de una historiadora sino del de la directora general de la Œuvre Falret, asociación creada en 1841, en el momento de la institucionalización de la psiquiatría (1838). Esta historia común entre el sector médico-social que ha obrado para las personas con trastornos psicóticos y el de la psiquiatría – unas veces vinculada, otras separada – nos invita a evocar, desde nuestro lugar, los retos pasados y los actuales.Para recapitular esta historia común, haremos primero un recordatorio sobre la evolución del sector médico social y de la psiquiatría, pasando por la inscripción del trastorno psíquico en el ámbito de la deficiencia en 2005, luego nos detendremos sobre los 15 últimos años que ha visto desplegarse ampliamente la oferta médico-social en el campo de la salud mental.
