520			_aNous proposons dans cet article de réfléchir aux expériences et émotions vécues par les agents de l’ancien ministère de l’Écologie, du Développement durable, des Transports et du Logement, dans un contexte de restructuration et de crise institutionnelle, suite à la Révision générale des politiques publiques ( rgpp). Il s’agit d’énoncer dans cette perspective les effets contradictoires et souvent délétères de directives sur les pratiques professionnelles et de repérer la façon dont les significations multiples qui traversent ce ministère sont saisies, reprises, investies, éprouvées, intériorisées par les agents ou au contraire refusées, rejetées, mises à distance. Nous montrerons en ce sens les obstacles à « l’activité de biographisation » des agents, pour la plupart fonctionnaires, qui, bousculés dans leur identité professionnelle, ne parviennent plus à construire la forme et le sens de leurs expériences dans cette situation de crise.
520			_aWe propose in this article to think of the experiments and emotions lived by the agents of the old ministry for Ecology, Sustainable development, Transport and Housing, in a context of reorganization and institutional crisis, following General Revision of Public Policies ( rgpp). It is a question of stating from this point of view the contradictory effects and often noxious of directives on the professional practices and to locate the way in which the multiple significances which cross this ministry are seized, taken again, invested, tested, interiorized by the agents or on the contrary refused, rejected, put remotely. We will show in this direction the obstacles with “the activity of biographisation” of the agents, for the majority civils servant, which, hustled in their professional identity, do not manage any more to build the form and the direction of their experiments in this crisis situation.
