L’idée de modernisation est liée aux transformations profondes qui ont marqué le pays dans le temps. L’accent est mis sur les contraintes incontournables qui ont fixé les limites de l’activité économique et de la politique bulgare. Les restrictions de l’intérieur tiennent surtout à l’insuffisance de capitaux, aux ressources faibles et limitées, au degré d’ouverture et au développement institutionnel. Malgré tout la transition d’une économie centralisée d’Etat vers une économie de marché permit le développement d’un secteur privé qui ne manque pas de dynamisme. L’intégration européenne de la Bulgarie peut être considérée comme un projet de modernisation à long terme dont la réalisation dépend de la capacité de la société et des institutions bulgares à se transformer et agir pour conduire le progrès.
520			_aThe author strives to demonstrate the continuity of the process of economic and social modernisation for Bulgaria. The idea of modernisation is linked to the deep changes which have characterised the development of the country in time. The unavoidable restrictions have been emphasised as they outline the boundaries of the economic activities and the politics in Bulgaria. The internal restrictions are mainly connected to the lack of capital, the poor natural resources and the level of the economic openness and the institutional development. Nevertheless, the transition from a centralised state economy to a liberal one, has lead to the development of a dynamic private sector. The European economic integration of Bulgaria can be considered as a long-term modernisation project, whose realisation depends on capability of the Bulgarian society and the institutions to transform accordingly and to actively influence the progress.
