Au moment où l’État met en place un plan d’action pour généraliser ce modèle, cet article montre que tout le montage fonctionne, en définitive, sur une difficulté à intégrer une grammaire réaliste des relations institutionnelles : espérer que le système socio-technique, organisé autour de la soutenabilité financière, soit viable sans prendre en compte la faiblesse des institutions dans le contexte sénégalais. | ||

As the State sets up an action plan to generalize this model, this paper shows that all the editing works, after all, on a difficulty integrating a realistic grammar of the institutional relations : hope that the socio-technical system, organized around the financial "soutenability", is viable without taking into account the weakness of institutions in the Senegalese context. | ||
