520			_aDans un contexte d’accélération de la mondialisation, de nouvelles dynamiques sur la scène internationale sont observées parmi lesquelles figurent la croissance économique très élevée de certains pays du Sud et le développement remarquable de leur coopération avec l’Afrique. Au cœur de cette dynamique portée par la Chine, la coopération Vietnam-Afrique, quoiqu’ayant un mimétisme évident avec la coopération Chine-Afrique, s’en distingue par l’appartenance du Vietnam et d’un grand nombre de pays africains à la Francophonie. Ce lien francophone tissé à travers une histoire commune liée à la décolonisation, est aujourd’hui maintenu sous un autre angle au sein de cette organisation internationale regroupant 88 États et gouvernements ayant le français en partage en 2020. L’analyse de la politique étrangère du Vietnam vers l’Afrique en comparaison avec celle de la Chine, ainsi que l’étude de la Francophonie en tant qu’une institution internationale à vocation politique et culturelle nous permettront de clarifier si elle pourrait constituer un mécanisme d’inflexion dans une politique africaine du Vietnam qui est actuellement trop sino-orientée face au soft power chinois.
520			_aIn a context of accelerated globalization, new dynamics are observed, such as the strong economic growth of Southern countries and their remarkable cooperation with African countries. At the heart of this dynamic led by China, the Vietnam-Africa cooperation, having a clear imitation with the China-Africa cooperation, is distinguished by the belonging of Vietnam and a large number of African countries to the Francophonie. This francophone link, woven through a common history linked to decolonization, is today maintained from another angle within this international organization regrouping 88 states and governments sharing French in 2020. The analysis of the foreign policy of the Vietnam to Africa in comparison with that of China and the study of the Francophonie as an international institution with a political and cultural vocation will allow us to clarify if it could constitute a mechanism of inflection in an African policy in Vietnam that is currently too sino-oriented towards Chinese soft power.
