520			_aWhile Pius XII’s speeches expanded the Catholic understanding of natural rights to include civil and political rights, and brought forth principles and freedoms that were deepened by his successor Jean XXIII, there is a historiographical void regarding his promotion of human rights. This article assesses his relationship to human rights in light of traditional Church understandings, examines the official silence on the 1948 UN Declaration, and considers the contributions of the new Vatican archives.
