520			_aLe présent travail tente d’interroger les répercussions de la révolution cybernétique dans l’espace urbain et comment elles modifient la structuration même de l’État dans ses relations avec le citoyen. Il s’agit ainsi de situer des éléments de réflexions et méthodologiques qui permettent d’aborder comment des espaces devenus intelligents, posent la territorialisation de la transformation numérique en produisant des normes. Ces normes gèrent l’ensemble des faits sociaux médiés à travers des process qui construisent une hyperville en tant nouvel acteur territorial dont les règles d’organisation renvoient à celles du management entrepreneurial définissant de nouvelles modalités de gouvernance qui « ubérisent » les fonctionnalités de l’État.
520			_aThis work attempts to question the repercussions of the cyber revolution in the urban space and how they modify the very structuring of the state and its relations with the citizen. It is thus a question of situating elements of reflections and methodologies which make it possible to approach how space became intelligent, and poses the territorialization of the digital transformation by producing standards which manage the whole of the social facts mediated through processes. It is this a question of determining how this new territorial actor whose organizational rules refer to those of management, that is to say to new methods of governance, Uberizes the functionalities of the state through those of the city.
