520			_aDevenu social actif, l’État cherche aujourd’hui à activer les dépenses sociales et à doter les individus, et surtout les individus vulnérables, de capacités d’action. On se propose dans cet article d’examiner la façon dont s’actualise cette orientation en nous focalisant sur la notion de projet. En effet, si dans le champ social, l’on assiste à un usage inflationniste de la notion de projet, celle-ci n’est pas mobilisée de la même manière partout. Tantôt, le projet, sa définition et sa réalisation sont une condition du soutien qui est attribué aux individus. Tantôt au contraire, l’aide n’est pas conditionnée par la construction d’un projet ni par son exécution. Deux façons sensiblement opposées d’engager les individus à façonner leur existence qui mettent à l’épreuve le travail social et transforment les modalités d’intervention.

This article proposes to examine the way this orientation is updated, focusing on the notion of projet. Indeed, although we are now witnessing an inflation of the use of the notion of « Project », this notion is not used in the same way everywhere. In some cases, the definition and implementation of a project constitute a condition for assistance to individuals. In other cases, on the contrary, this assistance does not depend on the construction of a project or its execution. These are two largely opposite ways of encouraging individuals to shape their own existence, which challenge social work and transform methods of action.
