Cette période est caractérisée par des débats vifs, entre les autorités coloniales françaises et les élites sociales et politiques colonisées, quant aux contours à donner aux réformes sociales et politiques à mettre en œuvre. Dans ce contexte, une attention particulière est portée à la notion de citoyenneté et au contenu qu’on lui donne. Les discussions s’organisent autour de deux pôles, d’un côté ceux qui souhaitent préserver les intérêts des classes dominantes et, ce faisant, maintenir une logique impériale, de l’autre celles et ceux qui luttent pour faire émerger une société inclusive, débarrassée des logiques coloniales. | ||
