Disguised as efforts to promote participation and “enhanced communal living,” these professionals struggle between empowering the working classes and exercising supervision over them. However, their role becomes even more precarious as they primarily address tenants’ “incivilities” on behalf of landlords, without the capacity to address the broader social challenges associated with large housing estates. The central hypothesis of this study suggests that these service providers actively work to professionalize rental intermediation from within the system, aiming to bridge the gap between tenant empowerment and assistance. This involves strategic negotiation with landlords and support for collective initiatives. | ||

Sous couvert de participation et de « mieux vivre ensemble », ces professionnel·les se confrontent à l’ambivalence, classique dans le travail social, entre émancipation et encadrement des classes populaires. Mais leur position apparaît d’autant plus instable qu’elles et ils gèrent principalement, pour le compte des bailleurs, les « incivilités » des locataires, sans pouvoir renvoyer au problème social des grands ensembles. L’hypothèse est que dans l’optique de gérer le hiatus entre responsabilisation et soutien des locataires, ces prestataires opèrent une « professionnalisation par le bas » de l’intermédiation locative, dans l’optique de négocier avec les bailleurs et d’accompagner les initiatives collectives. | ||
