Ceci tient à la répartition des rôles institutionnels, à l’histoire des idées, à l’idéologie. Les relations institutionnelles avec le secteur psychiatrique sont aussi ponctuelles qu'épisodiques et la pédopsychiatrie, comme discipline, doit renforcer son partenariat avec la protection de l'enfance. Une situation d’enfant en difficulté illustre la faiblesse du dispositif d’évaluation et la nécessité de développer des actions synergiques.
