In order to meet the goals of this program, the Department of Labor hired the services of the Instituto Politécnico Nacional (IPN). The IPN provided training and consultancy to 136 co-operatives in 2015 and 281 in 2016. The aim of this study is to discuss the implementation of a model that serves to stimulate and develop the co-operatives.
