520			_aÀ partir d’une enquête ethnographique réalisée au sein de six organismes HLM, cet article réinvestit la question des attributions de logements sociaux sous l’angle des pratiques professionnelles de celles et ceux qui les mettent en œuvre. Il mobilise la théorie micro-institutionnaliste combinant les apports de la street-level bureaucracy et du néo-institutionnalisme pour dépasser certains écueils des approches « par le bas » de l’action publique, en articulant différents niveaux d’analyse et en hiérarchisant les explications du travail bureaucratique. Dans cette perspective, l’enquête souligne le poids des logiques organisationnelles et nuance l’influence des facteurs situationnels et dispositionnels. En effet, si les propriétés sociales des agent·es façonnent leurs conceptions du métier et leurs registres d’actions, elles se révèlent moins déterminantes lorsqu’il s’agit d’expliquer les comportements au guichet. De la même façon, si les interactions peuvent moduler certaines décisions d’attribution, les aménagements restent peu nombreux et sont contenus par l’environnement institutionnel.
520			_aBased on an ethnographic survey carried out within six social housing organisations, this article reinvests the issue of social housing allocations from the perspective of the professional practices of those who implement them. It mobilises micro-institutionalist theory, combining the contributions of street-level bureaucracy and neo-institutionalism, to overcome certain pitfalls of 'bottom-up' approaches to public action, by articulating different levels of analysis and hierarchising the explanations of bureaucratic work. From this perspective, the study emphasises the weight of organisational logics and qualifies the weight of situational and dispositional factors. Indeed, while the social properties of employees shape their representations of the job and their actions, they are less decisive when it comes to explaining street-level bureaucrats’ behaviors. Similarly, the survey shows that although interactions at the counter can modulate certain allocation decisions, these adjustments remain few and far between and are contained by the institutional environment.
