520			_aRésuméY a-t-il, même dans des domaines qui restent de la compétence de l’État, un espace d’intervention pour des institutions comme les Régions ?Telle est la question examinée dans cet article au travers l’expérience originale du Nord - Pas-de-Calais en matière d’incitation à la réduction du temps de travail.Décidée en 1995 par le Conseil Régional, cette politique s’est combinée aux dispositifs nationaux (loi ROBIEN de juin 1996, loi AUBRY de juin 1998). L’analyse de ses résultats suggère une réponse positive à la question du bien fondé de politiques locales dans un domaine qui échappe normalement aux pouvoirs locaux (ici la régulation du marché du travail).

The example of the Nord-Pas-de-CalaisIs there, even in fields which are traditionally devoted to the State, a space of intervention for institutions like the Countries ?Such a question is examined in this article through the original experiment of Nord - Pas-de-Calais regarding to incentives to the reduction of the working time.Decided in 1995 by the Regional Council, this policy supports the national devices (ROBIEN’s law, June 1996, AUBRY’s law, June 1998). The analysis of its results gives positive answer to the question of the interest of local policies in a field which normally escapes from the local authorities (the regulation from the labour market).Classification JEL : J22, J58.
