Il est à l’origine le fruit d’une intense concurrence entre le ministère des finances et celui des affaires étrangères analysée comme un Yalta administratif. Cet article revient sur les conditions de création du SGCI en 1948 et de la RP en 1958 visant à contrôler les relations avec les institutions européennes puis sur « l’interministérialisation » de ces deux administrations d’état-major et la politisation inédite de la fonction de secrétaire général des affaires européennes. | ||
