520			_aRésuméDans les actes de la pratique, et notamment dans les ordonnances royales, l’expression d’utilitas publica se substitue à la notion de « bien commun » et constitue, pour la monarchie française, l’un des fondements de sa légitimité à lever des impôts. Toutefois, dans le contexte troublé de la fin du xive siècle, l’emploi d’une expression aussi malléable peut aussi se retourner contre la royauté. Les textes montrent en effet la capacité des autorités consulaires languedociennes à doter l’ utilitas publica d’un sens qui leur est propre et qui ne coïncide pas exactement avec l’ utilitas regia, et à fonder leur opposition à la monarchie sur l’ utilitas publica.
520			_aIn most medieval texts, especially in royal edicts, the expression of « Common Good » is replaced by the one of utilitas publica which is, for the French monarchy, one of the bases of its legitimacy to raise taxes. However, at the end of the xivth century, using such a malleable expression can reveal itself hazardous for the monarchy as, in Languedoc for instance, the urban authorities are able to reshape the notion of utilitas publica, giving it a different meaning from the one of utilitas regia, and can build their opposition to the monarchy on utilitas publica.
