Octavien Ngenzy et Tito Barahira étaient désignés comme les rouages essentiels du génocide dans leur commune. Lors d’un voyage d’étude au Rwanda en octobre 2016, différents témoins du massacre commis à Kabarondo en 1994 et impliquant les deux bourgmestres ont été entendus : Oreste, Damascène, Irène et Jovite.
