520			_aLa loi n° 96/06 du 18 janvier 1996 a consacré plusieurs paliers administratifs. Ce qui a entraîné la complexification des règles régissant l’organisation de l’administration. À la lecture de l’article 61, la question qui se pose est celle de savoir si cette disposition a entendu consacrer la disparition de la Province, circonscription administrative, au profit de la Région, collectivité territoriale décentralisée. La présente contribution vise à montrer que la Région est incontestablement un Janus juridique, mais de quel Janus juridique s’agit-il ? Usant de la méthode juridique dans son versant dogmatique, il sied de dire qu’en analysant le droit public camerounais, la région est un Janus juridique biface «  sui generis », dans la mesure où elle est, d’une part, une entité administrative locale-relais non autonome et, d’autre part, une entité administrative locale autonome ambivalente.

This has led to an increase in the complexity of the rules governing the organization of the administration. On reading Article 61, the question that arises is whether this provision intended to establish the disappearance of the Province, an administrative district, in favour of the Region, a decentralized territorial authority. This contribution aims to show that the Region is therefore unquestionably a legal Janus, but which legal Janus is it ? Using the legal method in its dogmatic aspect, it is appropriate to say that, in analyzing Cameroonian public law, the Region is a two-sided «  sui generis » legal Janus, insofar as it is, on the one hand, a non-autonomous local administrative entity and, on the other hand, an ambivalent autonomous local administrative entity.
