520			_aCet article part de l’hypothèse que l’ISIC relève au moins autant du management que de l’action collective. Sa mise en œuvre confronte en effet les travailleurs sociaux à de véritables situations d’encadrement. Les pratiques de l’ISIC tranchent avec l’idéal de maîtrise que promettent généralement les méthodologies, c’est-à-dire l’idée selon laquelle il suffit de bien les appliquer pour modifier les rapports sociaux. Or la participation à une action collective ne relève pas uniquement du bon usage d’une méthode, elle relève aussi des savoirs d’action que les professionnels se construisent. Ce texte met en perspective l’histoire de l’action collective en travail social en inscrivant la dimension managériale de l’ISIC dans le contexte actuel de la nouvelle gestion publique. Il se conclut sur la prise en compte de cette dimension managériale dans la formation des travailleurs sociaux.
520			_aCollective intervention in public interest: a form of management as of collective actionThe author suggests that the currently accepted form of collective intervention in public interest (community and group work) is as much a form of management as of collective action. It leads social workers into situations where they occupy managerial functions. These approaches are very different from those based on methods that would be simply applied in order to produce change. Knowledge is constructed by professionals and not simply put into practice. This text shows how the managerial approach was present in the past and is particularly important in the current context of new public management. The conclusion shows how it is also important for the training of social workers.
