Cette médiocre performance est, en grande partie, attribuable à l’incompatibilité entre une régulation macro-économique nationale dont la redistribution, en particulier entre le Nord et le Sud, a longtemps constitué un moteur essentiel, et les choix européens que l’Italie a faits, notamment en matière monétaire, à partir de 1979. En effet, le financement de cette redistribution interrégionale n’a longtemps été possible que grâce à l’inflation et à la dépréciation externe de la monnaie, puis à l’augmentation de l’endettement public. Avec l’adoption de l’euro et des règles de finances publiques européennes, de tels expédients sont désormais proscrits.
