The 2006 White Paper was France’s first official doctrine against terrorism. On this basis, the competent authorities focused on developing a global vision of the struggle against terrorism regarding all the state’s sovereignty ministries, in particular the defense ministry and the foreign affairs ministry in order to allow a reliable and consistent answer to the terrorist threat.
