It was on the initiative of the lawyer Nicolas François Bellart, member of the Conseil général de la Seine, that the said council demanded in its proclamation of 1 April, 1814, not only that Napoleon step down (when the Emperor was still in Fontainebleau) but also that Louis XVIII return to the throne of his ancestors, with no terms whatsoever attached. This article aims to retrace the sequence of events (the initiative, the writing of the proclamation, and its diffusion), to recount the roles of the different actors (Bellart, Talleyrand, the Conseillers généraux, the Senators, the Allies), and to establish the public and political importance which this proclamation could have had.
