This article aims to retrace the sequence of events (the initiative, the writing of the proclamation, and its diffusion), to recount the roles of the different actors (Bellart, Talleyrand, the Conseillers généraux, the Senators, the Allies), and to establish the public and political importance which this proclamation could have had.
