Summary, etc. | Cet article propose d’étudier le processus délibératif dans un petit groupe, à l’aide des nouveaux concepts forgés par l’économie néo-institutionnelle. Il prolonge une précédente contribution (Gallais, 2005) qui présentait la délibération à la lumière des sciences contemporaines de l’information et de la communication. L’hypothèse est que la délibération est un processus d’échanges. Considérant que, selon l’enseignement de l’école autrichienne, les comportements sont déterminés par les règles instituées, les relations entre membres du groupe délibératif sont analysées en termes de culture, de coûts de transaction, d’information tels que définis par le néo-institutionnalisme. L’approche est utilitariste et conséquentialiste. En effet, nous postulons que la communication est un enrichissement et que la délibération est source de valeur ajoutée comme l’est tout échange, de même que nous considérons que le cadre institué le favorise. Encore une fois, on conclura que la délibération est d’autant plus productive que le groupe et les sujets débattus y sont circonscrits, et que les « coûts de transaction » y sont intentionnellement minimisés. |

Summary, etc. | This second article examines the deliberative process in a small group, applying in its analysis the new concepts forged by neo-institutional economics. It is an extension of the previous essay that proposed deliberation as a subject for the contemporary sciences of information and communication. The assumption foundational to the analysis is that deliberation is a process of exchanges. Given that behaviors are determined by the rules of the institutions, according to the Austrian school, we analyze the relationships among members in a deliberative group in terms of culture, costs of transaction, and information as defined by neo-institutionalism. ?The approach is pragmatic and consequentialist to the extent that communication is also enrichment, that deliberation generates an « added value » as does any exchange, insofar as this is promoted by the instituted framework. ? We conclude that the more circumscribed the topics in debate are, and the more intentionally minimized the costs of transaction are, the more productive the deliberation will be. |
