Une des questions principales est alors : faut-il privilégier les placements collectifs ou le placement chez des particuliers ? Les débats et les expériences qui ont cours au moment de la mise en réseau des communautés d’enfants sous l’égide de l’Unesco montrent les atermoiements devant la situation d’enfants « sans foyer », oscillant entre innovations pédagogiques et approche médicale, éducation à la compréhension internationale et ancrage national, famille et collectivité… |
