Dans des États traversés par des fractures plus ethniques, régionales ou religieuses qu’idéologiques, « un homme, une voix » signifie-t-il vraiment démocratie ? Alors que la démocratie électorale est normalement une pacification de la lutte pour le pouvoir, les élections sont trop souvent facteurs de tensions violentes en Afrique. Peut-on continuer à nier de telles réalités ? Il convient en définitive de reconnaître l’urgence du débat sur la prise en compte juridique et constitutionnelle du fait identitaire. |
