| Summary, etc. | Résumé Il y a deux façons d’aborder le thème de l’Europe. La première est restrictive, cartésienne, et consiste à partir de la volonté politique des États à se constituer en une unité plus ou moins fédérative. Cette volonté, qui s’est manifestée dans les années 1950, a reposé sur un constat simple : la marche vers un monde économique et politique planétaire impose une nouvelle dimension aux États, dans la mesure, évidemment, où ils veulent jouer un rôle à ce niveau. La deuxième, que je qualifie de systémique, consiste à poser le problème au seul niveau permettant d’avoir une vision compréhensive, et donc incontournable, de l’avenir du projet européen : comment se situe cette volonté dans une perspective historique et spatiale, celle de l’évolution des civilisations ? Le jugement porté, dans ce contexte, sur le futur de l’Europe, devient alors difficilement contestable. |

| Summary, etc. | There are two ways for taking up the european theme. The first is restrictive, cartesian, and is beginning from States politics project to form into a federal unit. This project, is making a beginning since 1950, has been based on a simple report: the progress of a planetary economics politics world imposes a new dimension for States, as far as these States want to have a role at this level. The second way, qualified of systemics approach, is reasoning from a level allowing to have a comprehensive vision, and then incontestably, for the future of Europe: how to place this european project in a historic and spatial perspective, into the evolution of civilizations? The judgement, in this context, about the future of Europe, is then almost definitive. |
