| Summary, etc. | La participation des usagers est un thème récurrent dans le travail social. Mais il s’y présente en même temps comme un horizon inatteignable, une sorte d’utopie qui peine à se concrétiser. Combien de fois, dans des réunions, des colloques dans le champ du social ou à propos des questions de pauvreté, une voix s’est élevée dans la salle pour regretter et stigmatiser l’absence des personnes dont on parle, de ceux qui sont directement concernés par les débats en cours. Ils sont absents, non seulement privés de parole, mais, en plus, on peine à les nommer. La participation : entre noble intention démocratique et fallacieux miroir aux alouettes : d’un côté enjeu d’émancipation et de citoyenneté et, de l’autre, alibi ou cache-misère politique. |
