La participation des usagers est un thème récurrent dans le travail social. Mais il s’y présente en même temps comme un horizon inatteignable, une sorte d’utopie qui peine à se concrétiser. Combien de fois, dans des réunions, des colloques dans le champ du social ou à propos des questions de pauvreté, une voix s’est élevée dans la salle pour regretter et stigmatiser l’absence des personnes dont on parle, de ceux qui sont directement concernés par les débats en cours. Ils sont absents, non seulement privés de parole, mais, en plus, on peine à les nommer. La participation : entre noble intention démocratique et fallacieux miroir aux alouettes : d’un côté enjeu d’émancipation et de citoyenneté et, de l’autre, alibi ou cache-misère politique.

Participation and democracyUser participation is a recurring theme in social work. But at the same time it presents itself as an unattainable horizon, a kind of utopia that is struggling to materialize. How many times, in meetings, symposia in the field of the social or about the questions of poverty, a voice has risen in the room to regret and stigmatize the absence of the people we are talking about, of those who are directly concerned by the ongoing debates. They are absent, not only speechless, but, in addition, it is difficult to name them. Participation: between noble democratic intent and misleading mirror larks: on one side issue of emancipation and citizenship and, on the other, alibi or political misery.
