Summary, etc. There are two ways for taking up the European theme. The first is restrictive, Cartesian, and results from the political will of states to form into a federal unit. This project, begun in 1950, has been based on a simple statement: progress towards an economically and politically globalized world imposes a new dimension for states, to the extent that these states want to have a role at this level. The second, characterized as the systemic approach, consists of reasoning from a level permitting a comprehensive and incontestable vision for the future of Europe: How do we place this European project in a historic and spatial perspective, into the evolution of civilizations? The judgement, in this context, about the future of Europe, is then almost definitive.
