Europe and the Dynamics of Civilizations

There are two ways for taking up the European theme. The first is restrictive, Cartesian, and results from the political will of states to form into a federal unit. This project, begun in 1950, has been based on a simple statement: progress towards an economically and politically globalized world imposes a new dimension for states, to the extent that these states want to have a role at this level. The second, characterized as the systemic approach, consists of reasoning from a level permitting a comprehensive and incontestable vision for the future of Europe: How do we place this European project in a historic and spatial perspective, into the evolution of civilizations? The judgement, in this context, about the future of Europe, is then almost definitive.
