Pour comprendre cet état de fait contre lequel protestent rituellement les milieux culturels européens, il faut invoquer deux ordres d’explication. Le premier tient à la manière dont a été conçue et construite l’Europe communautaire. Le second est la volonté des États, et donc des peuples, de maintenir leurs prérogatives dans le domaine culturel contre tout empiètement de Bruxelles. |

To understand this state of affairs, which has incited ritual protest from European cultural circles, two orders of explanation are required.
