Le problème de l’attribution d’une action offensive et des représailles éventuelles est rendu d’autant plus complexe que les acteurs non étatiques ont accès à un vaste arsenal de cyberarmes. Une cyberattaque de grande ampleur pourrait engendrer une escalade rapide et le déclenchement de frappes conventionnelles. |
