| Summary, etc. | La notion de souveraineté économique a connu une longue éclipse, indissociable d’une globalisation des économies qui portait en elle l’ambition de voir les États s’effacer devant le principe de fluidité dans la circulation des hommes, des biens et des capitaux. Le recul de la souveraineté a parfois même été associé à un objectif d’apaisement des intérêts des nations par le commerce, signifiant par là que la globalisation constituerait un mode d’organisation des sociétés. La souveraineté alimentaire n’a pas échappé à ce processus de fond, que ce soit par la voie d’échanges internationaux que l’Accord général sur les tarifs douaniers et le commerce (GATT), puis l’OMC, ont réorganisés à partir de 1994, ou au travers des réformes de la Politique agricole commune de l’Union européenne. Toutefois, à la faveur de la pandémie de Covid-19 et, surtout, de la guerre en Ukraine, on assiste à une résurgence de la notion de souveraineté économique et, singulièrement, dans le registre de l’alimentation. Cet article entend revenir sur les conditions économiques et politiques de ce retour de la souveraineté et sur l’interprétation qu’il convient d’en donner. |

| Summary, etc. | The notion of economic sovereignty has been in eclipse for a long time, due to its inseparable link to the globalisation of economies, which aimed to see States give way to the principle of fluidity in the movement of people, goods and capital. The retreat of sovereignty has sometimes even been associated with the goal of curtailing the interests of nations through trade, thereby signifying that globalisation is a way of organising societies. Food sovereignty has not escaped this fundamental process, whether through the reorganisation of international trade effected in the General Agreement on Tariffs and Trade (GATT), then the WTO, from 1994 onwards, or through the reforms of the European Union's Common Agricultural Policy (CAP). However, in the wake of the Covid-19 pandemic and, above all, the war in Ukraine, we are witnessing a resurgence of the notion of economic sovereignty, particularly in regard to food. This article looks at the economic and political conditions underpinning this return of sovereignty and how it should be interpreted. |
